Question: FTP server down?

Is the FTP server down?  I receive the following message when I have tried to connect:

Status:           Resolving address of usegalaxy.org

Status:           Connecting to 129.114.60.180:21...

Status:           Connection established, waiting for welcome message...

Response:      500 Sorry, no server available to handle request on galaxy-web-02.tacc.utexas.edu

Error:             Critical error: Could not connect to server
