Question: Stacks on usegalaxy

Newbie question (I've only just started exploring Galaxy and so far it's great):
I've come across a Galaxy instance (https://galaxy.genouest.org/) that had Stacks (http://catchenlab.life.illinois.edu/stacks/) in its toolshed (though the server seems to longer be responding) and I would love to be able to use Stacks to process some RADseq data on the usegalaxy server. I don't know how to make it happen, though. Is there a request process to have new tools added to usegalaxy? Or is there a public Galaxy server running Stacks that I could use instead? I don't have the resources to set up my own Galaxy server plus I need to share the results with a collaborator in a different country.
