Question: Join two datasets

I have entered two .txt files in to the history, but when I go to "Join two datasets side by side", only one of the files is entered twice. There appears to be a pulldown menu, but this also only list the one file. How can I get both files to be entered?

Try assigning tabular format to both datasets for the tool form to recognize them as potential inputs. I just used this tool yesterday at Galaxy Main https://usegalaxy.org without problems, so unless you are working somewhere else, there are no known tool issues.
