Does the upload dialog does not work for you? You can find it under Get Data.

I am new in Galaxy Yes I know for The Get Data but I need to upload vcf file to my computer and do not how  Variant call format single file to download How What I have to do?

If the results are on a publicly accessible Galaxy server (http://usegalaxy.org is one example), copy the link from the disc icon and paste that URL into the Upload tool of the Galaxy instance you wish to load the data into. If the Galaxy server with the data is not public, download the data locally instead and then upload it directly (use FTP as needed; required for data over 2 GB in size unless using a URL).
